This is an ancient Roman silver Siliqua of emperor Valentinian, dating to 364 - 367 AD. 

Obverse: D N VALENTINIANVS P F AVG "Our Lord Valentinian Pious Fortunate August" pearl-diademed, draped & cuirassed bust right.

Reverse: VRBS-ROMA "City of Rome" Roma seated left on throne, holding Victory on globe and sceptre

This coin was minted at Rome (Italy), mintmark RP for Roma Primus (or 1st Officina). It had travelled across the English Channel, being discovered by a metal detectorist in Hampshire.
