This is a complete Renaissance revival cutlery set, dating to the late 19th century. These were likely made in Austria. The exact same set is listed and pictured as late 19th century in two books "From Gothic to Art Deco Cutlery The J. Hollander Collection" and Klaus Marquardt's "Eight Centuries of European Knives, Forks and Spoons"  Sadly in need of restoration.
